La Carabasse owners update -11th December 2007
Dear Owners,
We have arrived at the end of an ‘unusual’ year for La Carabasse.
Unusual, of course, because of our work to obtain longer opening dates and to meet the demands made by the Security Commission that have effected you, our Owners. I sincerely thank you all for understanding the necessity of these requests and completing the work in the season, despite your dissatisfaction.
We hoped that we could reveal new opening dates by the time we sent out contracts for 2008, however an official decision has not yet been made by the CDAT. We are frustrated, as we know you will be, at the pace of this process, but we continue to believe the position will resolve itself in a satisfactory manner.
We are confident that we will be granted new dates in the early part of next year, but as a gesture of goodwill to you, we have decided that we will not increase our site fees in 2008 – your fees will stay at 2007 levels.
We will still continue our programme of development and investment at La Carabasse so we can enhance the quality of your park and of our service. We’ll still offer the best choice of mobile-homes for those of you who want to part-exchange your existing accommodation. And don’t forget that we’ll give you €350 if you introduce a new customer to our sales team.
For my part, I joined you from La Réunion, a part of France in the heart of the Indian Ocean. I left an island, only to find another: the island of La Carabasse!
We’ve brought you many special events, inspired by the West Indies, Cuban rhythms and guaranteed good humour. So I say thanks to all team, Nelson, Amaury (pronounced Amaory) and Maëva! Their crews navigated the Archipel skilfully and the Atoll was the perfect port!
Thanks too to Carlos the Pirate, who kept watch at the lagoon with your safety his number one priority, and to Damien Lohé, who skippered two new crew members to help look after you, our Owners.
I hope you will want to enjoy the exotic charms of the island of La Carabasse next year, so please find enclosed the park contract for 2008. As in 2007, safety on park is paramount so your 2008 contract includes the gas test for your mobile home.

We do not have anything new to add, following our post on the 1st of November.
We are still working closely with the authorities to confirm dates for 2008 and many discussions are ongoing. We would obviously like to be in a position to confirm details with all owners however an official decision has not yet been made so we have no new news.

We are still working closely with the authorities to confirm dates for 2008 and many discussions are ongoing. We would obviously like to be in a position to confirm details with all owners however an official decision has not yet been made so we have no new news.
We appreciate that this is a frustrating period for all parties and that it is taking longer to resolve than we originally hoped. Contracts for 2008 will be sent out by end November and will be based on the official opening period at that time. As this stands, this is 15 April to 15 September, but we remain hopeful that this will change. Discounts for early payment will again be offered.

Season end at La Carabasse - siblu offer
As you know, we have been working closely with the local authorities in Vias with the aim of securing longer opening dates for owners at La Carabasse. There are good indications that concrete progress is being made and we continue to receive the full support of the Maire of Vias.
We are seeking the longest possible dates into March and October and therefore will continue to lobby until the final decision is taken by the CDAT in the autumn. However, until then, the official closure date for La Carabasse in 2007 is 16 September (last night is 15 September).
We are confident that with all the work we have undertaken in 2007, new dates will be in place for 2008. In return for the support our owners have shown this year, we would like to help you extend your holiday season with siblu.
This year we are giving all owners at La Carabasse an exclusive chance to stay at your choice of 11 siblu parcs after 16 September, and we’ll provide holiday home accommodation for FREE.
To book your break, simply fill in a form with Damien Lohe in the owner’s exclusif office (or call
0033 4.67.21.59.93). We will pay for your accommodation from 16 September to 19 October. You will be responsible for your travel costs, equipment damage waiver and cleaning deposit. La Carabasse owners’ update – 1 August 2007
We understand that following a recent meeting, the Safety Commission has lifted all reserves at La Carabasse. This means that we have met, or are on the way to meeting, all of the stringent requirements raised by the Security Commission during their visit earlier this year.
We will continue to work with owners to ensure that any outstanding issues on pitches are met. I’d like to thank all owners for their support throughout this period.
Following the above meeting, we have been advised that our opening dates are now under consideration and will be proposed to the Mairie for final agreement. We will inform you as soon as the process has been finalised.
We will continue to lobby the relevant authorities until this announcement has been made. We are working closely with the local authorities, the camping association and our own lawyers, so we ask that owners do not contact any local authorities independently.

As you know, we have undertaken a variety of works on parc to meet the demands of the Security Commission, which surveyed La Carabasse in February 2007 in response to our request to extend opening dates at the parc.
We understand that the Security Commission will review and report on our dossier around the end of July. Following a meeting with the Maire of Vias at the end of June, we think that the work we have undertaken will meet the expectations of the Commission.
We are confident that this is the most effective way of securing longer opening dates at La Carabasse.
We continue to enforce the demands of the Security Commission’s findings on parc and we remain thankful to all owners for your understanding and your collaboration during this time. However, there are still a few requests made to certain owners which are not complete and I must stress that in the interests of everyone, we must insist these remaining outstanding item are addressed immediately. Your cooperation is much appreciated.
We remain optimistic that an extension of the opening dates will be possible and we will continue to update the website www.sibluexclusif.com/languedoc56.php, and issue updates to owners who have provided their email address, every two weeks.

We had a constructive meeting with the Maire of Vias on 25 June to discuss progress of our Security Commission work. We think that the work we have undertaken will meet the expectations of the Commission and our dossier is moving through the system.
We are hoping to be updated officially from the authorities around the end of July.

La Carabasse owners’ update – 1 May 2007
Welcome to all La Carabasse owners. I am delighted to have met many of you during the first two weeks of opening.
To update you with our progress in extending the opening dates at La Carabasse, we have not yet received an official response from the Mairie to the report we submitted on 11 April. We are continuing to lobby for support and in the last two weeks I have spoken to the Mairie and the Camping Federation.
We are also trying to arrange a new meeting with the Prefecture to demonstrate how we are meeting the Security Commission’s requirements and to reiterate the request that the extension of our opening dates is now treated as a matter of urgency.
Many Owners have now been contacted with changes that must be made to your emplacement to meet demands from the Security Commission. We share your frustration with the suddenness of this process , however we are obliged carry out their requirements.
Our priority is to ensure there is unrestricted access to the front of all mobile homes and that there is nothing on emplacements which could hinder access by the emergency services. We would ask you for your support in meeting these aims.
I would like to express my thanks for your ongoing support during this process and I am confident that we will be able to obtain extended opening dates.

La Carabasse owners’ update – 15 April 2007
I have met with the Maire who has again confirmed his full support for the extension of park opening dates.
Work and expenditure on meeting the requirements of the security commission is continuing. Our priority is to ensure there is unrestricted access to the front of all mobile homes on parc and we are in the process of contacting all owners who are affected.
On 11 April we gave the Mairie a new report detailing how we meet technical standards highlighted by the commission and outlining all the work we have completed to date. We are now waiting for feedback from the Mairie and Prefecture so we can continue our campaign to extend the opening dates.
We would again like to thank all those who have expressed their support during this time of uncertainty and would assure all owners that we are making every effort to persuade the authorities to grant a longer opening period. We do understand the frustration and anger felt by many Owners who have been disappointed and seriously inconvenienced this spring by the position taken by the Authorities.
Our team has been working to ensure La Carabasse was ready for its grand opening on 15 April, and I am looking forward to meeting you all during the new season.

La Carabasse owners’ update – 2 April 2007
We are continuing to work with the local authorities in our effort to obtain an opening period at La Carabasse from 1 March to 30 October.
The latest step of our request is dependant on approval from the security commission, who raised unexpected requirements during a recent visit.
We have now received written notice of the security commission's conditions. These include measures such as removing built barbecues, some sheds and unauthorized constructions on pitches, providing unhindered access around all pitches and ensuring there is only one gas bottle per home. We started to address these issues immediately following the commission’s visit, to ensure we could respond in the quickest time. Where an owner pitch is concerned, the owner will be contacted.
We expect that all works will be completed as quickly as possible. We will then inform the Mairie that we have carried out all the conformity measures requested so that they can then advise the Prefecture.
We are doing our utmost to secure the extended opening dates, however it is now clear that we will not be able to open before our official date of 15 April, which is when owners can stay in their homes again. We will supply electricity and water to all owners from this date.
We have asked the authorities why other campsites in the area are allowed to open for the longer period when La Carabasse has not been able to secure approval. We have not received an adequate answer to this question, however we are not prepared to open unofficially because this will have a detrimental effect on our official application for the years ahead.
This is very much a local issue, which is why other siblu parcs are open to owners for longer periods of the year.
Siblu has been given special dispensation for a small number of our team to stay on parc before 15 April, to prepare the parc for the forthcoming season.
We have been working with the Mairie and Préfecture for almost two years to apply for a longer official opening period, and we believe we have met all of their requirements to achieve this status.
La Carabasse owners’ update – March 2007
The situation regarding the opening dates of La Carabasse continues to be unclear. However, to ensure Owners are fully up to date with events, we have decided to update the website at least twice monthly (even when it will be reported there is nothing to report!).
A short recap of events: last summer, the Maire of Vias issued an arrêté setting the opening dates of the park to 1st March to 30th October. In the autumn, the Prefecture forced the Maire to withdraw his arrêté on the basis that the Maire had not followed the necessary procedure.
Since then, the dossier has been slowly processed by the prefecture and the final step in the procedure has become dependant on the security commission giving their agreement. The (minor) issues, raised by the security commission last summer, were fully addressed well before the end of last year (as confirmed in writing by the Maire), but the subsequent recent visit unexpectedly raised other issues, most being based on a rigid interpretation of regulations with some seeming to go beyond any known legal texts!
We are awaiting official notification of their latest demands but we are already addressing items raised during their visit (as described in our recent letter to owners 13/2/07). To seek a way through this increasingly difficult situation, we are also working with the Local Federation of Campsites, as well as with the foremost industry legal advisor. A number of initiatives are in progress.
As a matter of interest, the Federation has confirmed that other campsites in the Department are being treated in the same manner by the authorities and that they too are finding it difficult to maintain a working relationship with the authorities. In answer to a number of questions recently raised by Owners, we have compiled the following responses:
Opening Dates
• Q. Why have we received mailings from other siblu parks?
• A. Such mailings are simply part of our information and marketing initiatives giving Owners information for themselves and their family/friends.
• Q. What are you saying to new/potential owners regarding opening dates?
• A. We explain that the current opening dates are 15th April to 15th September and that we remain optimistic that they will be extended to at least match those of neighbouring parcs (1st March – 30th October).
• Q. Is it possible to meet with siblu management?
• A. Yes, once the parc is open, we will advise you of dates when they will be at La Carabasse and will be happy to meet individual owners.
• Q. Will you be holding owners meetings?
• A. No, the nature of the relationship we have with our mobil-home Owners is such that our experience proves it is more effective to meet on an individual basis and be able to take into account each owner’s particular circumstances.
• Q. When can we expect an update?
• A. An update will be posted on the Owners section of our web site (www.sibluexclusif.com/languedoc56.php) every 2 weeks, with additional updates if new information becomes available in the interim.
• Q. Are there arrangements for Easter holidays for those who in good faith booked flights/ferries?
• A. Yes, on proof of purchase of tickets bought before date of letter informing owners of the revised opening dates (24/11/06) we have found alternative accommodation as a gesture of goodwill.
• Q. What about those Owners who do not fall into this category but who nevertheless planned on using their Mobil Home after the 1st March and before 15th April?
• A. We have a limited amount of availability at other siblu parcs and we would be happy to give a 50% discount on a first come first served basis. Please contact Jill Goodenough in Pessac on 0033 5.56.07.90.04.
• Q. Is there a possibility of moving (permanently) to another siblu parc if dates are not extended?
• A. At present, we continue to believe there is still a very good likelihood of the dates at La Carabasse being extended in line with neighbouring parcs; this question is therefore premature at this time.
• Q. When will the parc open in 2007?
• A. At present the opening date is 15th April. We are working hard to obtain authorisation to open earlier, but cannot guarantee this.
• Q. This seems to be a re-run of last year – why did siblu/their lawyers not foresee these problems?
• A. We maintain a close working relationship with the Federation of Campsites and with the Mairie of Vias. However, the regulation of campsites is also exercised by the Prefecture and other authorities whose actions are more difficult to predict.
• Q. Will ground rent be changed in relation to the opening dates?
• A. The contract for this season is based on the parc opening dates of 15th April – 15th Sept. In the event these dates are extended, no supplement will be charged for the additional opening period.
• Q. How can I obtain further information?
• A. Updates concerning the opening period will be posted on 1st and 15th of each month (or first working date thereafter).

• Q. Why is La Carabasse closed whereas neighbouring campsites, which are also in the flood zone, are open?
• A. This is a very good question and one we repeatedly ask of the authorities. The DDE undertook a new hydrological study of the area in February which has yet to be published, and will be used by them in making their decision on whether or not to allow us to an annual opening date earlier than 15th of April.
• Q. Is it true that La Carabasse delayed sending certain papers that were requested by the Prefecture?
• A. No. Health and Safety issues are always a priority for siblu. Each time we have been asked to do something relating to the security of our guests, we have dealt with such issues as a matter of urgency and have always responded on time to all the demands. (It seems, however, that there is a lack of communication between some authorities on occasions!)
• Q. Why did Siblu not anticipate the new legislation on the gas bottles?
• A. There has been a change in the attitude of the SDIS department and what was tolerated before, is no longer. This matter concerns all the campsites in the Hérault Department. Le Lac des Rêves has an exemption on this issue but requests for one for La Carabasse are being denied.
• Q. Further to your recent letter, is the layout of my pitch concerned?
• A. We will contact you as soon as possible if your pitch is concerned by any of the issues raised by the Prefecture. You don’t have to move/do anything until you are asked to.
Other questions
• Q. Security – what is being done?
• A. Here’s some good news! As a result of measures taken this winter the number of break-ins has been drastically reduced and stands in single figures. Other measures are in the process of being implemented and will substantially improve security. Full details are not published, for obvious reasons, but a new security centre has been built this winter at the entrance to the park which will be the hub of these arrangements.
• Q. Why have trees been chopped down around my pitch?
• A. To maintain trees and plantations in a safe and attractive manner, we have an annual programme based on the advice obtained from experts in this field. On occasions there is no alternative to felling a tree, but new trees are also planted each year. NB for safety reasons, hedges have to be kept to a certain height.
• Q. If I want to sell my mobile home, what are my options?
• A. There are three possibilities:
(i) If the Mobile home is less than 8 years old, it can be sold with the new owner having the possibility of entering into a contract with siblu for the same emplacement. Siblu is happy to help effect the sale by showing prospective owners to the mobile home.
(ii) The mobile home can be sold to a trader or to a private individual and be taken offsite by the new owner (details of local traders are available from the sales office).
(iii) Siblu will make an offer for the purchase of your mobil home. Given the current uncertainty surrounding the opening dates, siblu is prepared to increase the valuation of the mobile home by 1500 euros for any mobil-home bought within the next 6 weeks or until the dates are changed if earlier. Details are available from the sales office.
La Carabasse owners’ update – 13th February 2007 : safety sub-commission visit
Dear owner,
Continuing our steps with the local authorities to obtain the extension of opening dates for La Carabasse, we had another visit on 13th February from the safety sub-commission, made up of representatives of various local authority bodies, in order to see the improvements made following their visit in June 2006, and as such to help us obtain a favourable response.
These prefectoral and other local departments took note that all of the works requested have been or are currently being completed, however one body, the DDE, who were not represented during the previous visit, raised questions about the layout of some pitches and the mobility of several mobile homes.
As such, we could be asked to urgently remove various accessories such as garden sheds, barbecues etc, and even to re-position certain mobile homes.
We are currently waiting for written confirmation of all the requirements of the sub-commission.
However, we have already had confirmation that the local authorities will only allow one gas bottle per mobile home.
The prefectoral order concerning the protective measures against foreseeable fire, natural and technological risks in campings stipulates in article 11:
« Les installations de gaz seront installées et maintenues en état de conformité aux normes qui les régissent.
Chaque mobil-home ou caravane ne peut recevoir qu’une bouteille de gaz de 13kg maximum ou de minigaz pour les tentes. A titre dérogatoire, après avis de la sous-commission départementale pour la sécurité des terrains de camping et de stationnement des caravanes, le nombre de bouteilles autorisé par mobil-home ou caravane pourra être de deux ………… »
This means that gas installations must be maintained according to specific norms. Each mobile home may only have one 13kg gas bottle each. With special dispensation, two bottles may be allowed.
Unfortunately, campings in Vias have not been granted special dispensation and we must therefore ask you to take the necessary steps to help us meet this law.
This order must be adhered to as soon as possible (the date fixed is 4th March); however, as the current opening date for La Carabasse is 15th April, we understand that you will not be able to do this yourselves before this date.
As such, we will ensure the removal of excess bottles. Our technical services will inspect each pitch and leave only one bottle for each mobile home. (If you have attached your bottles in any way, please contact us as soon as possible.)
As a result, the deposit (for one bottle) will automatically be refunded to you by cheque. This will be sent from our head office according to the Primagaz price list once the bottle has been removed by our technical services.
As a gesture of goodwill, in order to compensate the possible loss of gas from the removed bottle, you will be issued a voucher, valid exclusively for the refilling of a full bottle of gas at La Carabasse in 2007.
NB. We will in no case be able to issue any additional refund if you have more than two bottles on your pitch, either for the bottle deposit or for the contents.
We realise that this request is an additional constraint, nevertheless we would ask for your understanding in this matter, so that this order can be applied at La Carabasse in the best conditions possible.
As soon as we receive the safety commission’s report, we will contact you again to advise you of the specific requirements of the local authorities, and what we (you and us) need to do to comply as quickly as possible.
We remain confident of obtaining new opening dates once this additional obstacle has been overcome and would ask for your full cooperation in this matter.

La Carabasse owners’ update
Dear owner,
We recently wrote to tell you that the Prefecture has overruled the Mairie's decision to extend the opening dates at La Carabasse.
The official dates for 2007 are now 15 April to 15 September, however, we are confident that we still have the full support of the Mairie and will succeed in obtaining the longer opening period we have requested.
I'd like to give you more information on why this decision was taken, and how we are working to achieve a favourable result for our owners.
We received written confirmation of longer opening dates at La Carabasse from the Mairie on 17 August 2006. We believed that this was binding, and so we wrote to all owners with the news. At the end of October, we were surprised to be informed of the Prefecture's decision to overrule the Mairie.
The Prefecture has said that the Mairie did not follow the correct technical process when completing his ruling. The Mairie accepted this and withdrew his decision.
Our dossier now has to be resubmitted and renewed by two administrative bodies that have to give a favourable opinion on our opening request. The Mairie has confirmed he will fully support our new dossier.
We share your frustration at the process, however the Mairie's decision has been rejected on a technical basis that was something we could not foresee.
We are confident that our request to extend our dates will be approved when the correct procedures have been completed, but at this stage we cannot be sure of when this will be given. We are working with the Mairie and his technical services department to resubmit our request and ensure our dossier is put through the new procedure as fast as possible.
